Tennessee Board of Court Reporting Appointees

TCRA extends congratulations on behalf of its members to the newly-elected members of the Tennessee Board of Court Reporting, and we look forward to working with them, moving this great profession forward for our reporters and the clients that depend upon us.  

Chancellor Russell T. Perkins, appointed March 2008 Chancellor of Davidson County Chancery Court, Part IV, Nashville, Tennessee.  Chancellor Perkins is a native of Nashville.  He began his law practice as an Assistant Attorney General in the Ohio Attorney General’s office.  He later joined the law firm of Williams and Dinkins of Nashville, and then from 1994 until 2008 served in several capacities within the Tennessee Attorney General’s office.

Attorney William C. (Bill) Killian of Jasper, Tennessee, has over 32 years of experience in civil and criminal trial work.  Mr. Killian was admitted to practice law in 1975.  He has been a member of the United States Supreme Court Bar since 1988 and has been certified in civil and criminal law since 1994.

Attorney Earl W. Houston, II, of Memphis, Tennessee, is a member of the Martin Tate Law Firm in Memphis and focuses his practice in civil litigation. He is licensed in Tennessee and Mississippi, and currently sits on the board of directors of the Mid-South Chapter of the Federal Bar Association.

Sheila Staggs, Official Reporter of Bon Aqua, Tennessee.  Sheila was nominated by the Tennessee Official Court Reporters Association (TOCRA) to fill the official slot.

Jimmie Jane McConnell, CLA, CCR, Freelance and Federal Official Reporter of Knoxville, Tennessee, is the owner of Miller & Miller Court Reporters.  Jimmie Jane is a past president of TCRA.

Ken Mansfield, RPR, CCR, Freelance Reporter of Dresden, Tennessee, is the owner of Mansfield Court Reporting.  Ken has been in practice since graduating with honors from the Stenotype Institute of Jacksonville Beach, Florida, in 1989.

Virginia (Ginger) Truesdel, RMR, RDR, CRR, of Knoxville, Tennessee, has been a freelance reporter for 35 years and is the owner of Truesdel & Rusk Reporting & Video. Ginger is a past president of TCRA.

Update:

The Tennessee Board of Court Reporting will be seeking a replacement member for Chancellor Russell Perkins, who has submitted his resignation due to his concern that any possible suits filed by or against the Board would likely end up in Davidson County Chancery Court.  Most suits against the State and, especially, administrative agencies must be filed in Davidson County Chancery Court.  It is expected that Governor Bredesen will appoint a replacement by mid-December.

The newly appointed Board conducted their first meeting this past Saturday, November 21, in Nashville.  Their first task was to elect officers, and they are as follows:  Jimmie Jane McConnell, Chair; Ken Mansfield, Vice Chair; and Ginger Truesdel, Secretary.  The main agenda items were the selection of proposed rules which will be published sometime in December.  Members of the TCRA Legislative Committee and Don Baltimore, TCRA’s Lobbyist, were in attendance, offered assistance, commented, and answered questions regarding the proposed rules.  The registration process for licensure is expected to begin sometime after the first of the year.
